Grand Chambéry: CARL Source CMMS at the heart of a sustainable performance strategy

Grand Chambéry: CARL Source CMMS at the heart of a sustainable performance strategy

At the heart of Grand Chambéry‘s territory, the water and wastewater department is responsible for preserving an essential resource: water. Responsible for the management and maintenance of facilities and networks in 38 communes, the department faces major challenges: guaranteeing efficient distribution, optimizing yield and preserving the environment through ever more efficient wastewater systems.

To support this mission, Grand Chambéry has chosen a tool that has become the pillar of its maintenance and performance strategy: the CMMS CARL Source. Deployed in 2010, this solution has helped to structure processes, unite teams and pave the way for a modern, collaborative and sustainable public service.

A strategic vision: industrializing the maintenance of complex assets

Grand Chambéry’s water and wastewater department manages an exceptionally complex portfolio of assets: underground networks, wastewater treatment plants, pumping and purification stations, not to mention storage and distribution facilities.
In 2010, the local authority launched an ambitious CMMS project to industrialize maintenance processes and better manage equipment performance.
A key milestone came in 2015 with the integration of the GIS mapping module into the CARL Source CMMS, enabling the solution to be extended to all water and wastewater networks.

This development marks a strategic turning point for :

    • Centralize asset data.
    • Harmonize practices.
    • Improve the responsiveness of teams in the field.
    • Reliable customer relations.
    • And eventually, to prepare for predictive maintenance.

CARL Source is the digital heart of our business. It has transformed our internal practices and strengthened the synergy between our teams,” emphasizes Cédric Favre, Operational Director of Grand Chambéry’s water and wastewater department.

    CMMS for collective performance

Today, CARL Source is the organizational foundation of the department. By integrating the mapping, management of interventions, work, stocks and purchasing, CMMS offers a 360° vision of maintenance activities.

    The objective is clear:

The result: smoother processes, greater responsiveness and streamlined operations that boost collective performance.

CARL Source gives us a complete, shared vision of our business, while simplifying everyone’s day-to-day work,” says Cédric Favre.

    Strategic data for better management

CARL Source is not just a maintenance tool, it’s a real decision-making tool. Thanks to the indicators generated by the CMMS, managers have a detailed, real-time view of activity.

    Among the indicators monitored :

    • Breakdown of operations by sector (drinking water, wastewater).
    • Monitoring leaks to prioritize renovation work.
    • The zero-leakage objective in progress, symbolizing a strong commitment to environmental performance.
    • Monitoring of working hours and on-call duty, to better balance the workload between teams.

These decision-making indicators feed into a continuous improvement approach to ensure more responsive, controlled and sustainable operations.

In the field, GIS and mobility change everything!

GIS module integration and mobility CARL Touch have profoundly transformed agents’ work. Thanks to mapping, operatives can locate underground networks, anticipate constraints and plan their interventions with unprecedented accuracy.

From their tablets, field technicians :

    • Instantly geolocate networks and equipment.
    • Access drawings and data sheets in just a few clicks.
    • Consult service history.
    • And report any anomalies encountered in the field in real time.

Data entered in the field is immediately integrated into the CMMS, ensuring complete traceability and improved information quality.

The result: greater responsiveness, optimized travel and more targeted maintenance. A breakthrough that illustrates Grand Chambéry’s determination to reconcile efficiency, innovation and quality of public service.

“CMMS is a vector for collective transformation. Operating teams, support services and the design office now work together on the same common repository, thanks to the integrated GIS module. Communication is simplified, exchanges are fluid, and performance analyses are based on shared indicators!
Nicolas Coronnel, Head of the Geomatics and Business Data Department & CARL Source functional administrator.

    A totally digitalized customer relationship

CARL Source is also at the heart of our relationship with local residents.

Thanks to the User portal, each leak or malfunction report is automatically transformed into a CMMS intervention request. The process is fully automated from CARL Source’s “client” functionality: the request is geolocated, transmitted to agents via their CARL Touch tablets, and then tracked until the intervention is completed.

Technicians enter their reports and time spent in the field; invoicing is then generated automatically.

This complete digitization has enabled :

    • A significant reduction in processing times.
    • Better traceability of interventions.
    • And more reliable, transparent information for users.

Data entered in the field is immediately integrated into the CMMS, ensuring complete traceability and improved information quality.

    Outlook: towards maintenance 5.0

The story of Grand Chambéry and CARL Source doesn’t end there.
Always on the lookout for innovation, the local authority is preparing the next stages in its digital transformation.

    Next step: predictive maintenance

The department plans to equip its most sensitive facilities, notably the pollution control plant, with connected sensors. These sensors will enable CARL Source to continuously monitor performance indicators, detect drifts, anticipate breakdowns and optimize renewal decisions.

A decisive step towards intelligent asset management and value-added maintenance.

    Digitizing regulatory controls

With over 150 regulatory inspections every year, digitalization is becoming a key challenge. From 2026, the Control S module will be integrated into CARL Source to automate the integration of inspection reports and the corrective action requests required to lift reservations.

This evolution will guarantee ongoing compliance while reducing the administrative burden on our teams.

    Volumetry CARL Source

    • 1,000 product ranges, 13,000 part numbers in stock, 15,000 work interventions per year.
    • 2,000 in-house DIs, over 1,000 service requests via the user portal.
    • 3,000 orders a year.

CARL Flash: strengthening relations with partner municipalities

CARL Flash: Request and quickly discuss with technical services

Last but not least, the forthcoming deployment of CARL Flash will open up a new chapter in collaboration with our 38 partner municipalities.
This tool will enable municipal technical departments to issue their requests for intervention (advice on work, field assistance, etc.) directly, which will then be automatically saved in the CMMS.
The result: enhanced responsiveness, a complete history of actions and optimized management of inter-municipal relations.

The benefits of CARL Source CMMS

    • Fully dematerialized and automated processes.
    • CARL Touch integrated mobility GIS.
    • Complete processing of user requests.
    • Decision-making indicators to drive continuous improvement in maintenance performance.
    • Teams united around a collective and engaging vision.
